Kathleen Theodore, Ph.D., works with the Southeast Comprehensive Center (SECC) as the Early Childhood Lead. Dr. Theodore helps to build the capacity of state and regional agencies in assisting schools and districts with implementing the programs and goals of the Every Student Succeeds Act (ESSA). In this work, she focuses on early childhood education, social and emotional learning, curriculum and instruction (in particular college- and career readiness standards), effective literacy practices, and professional development to improve literacy outcomes in districts and schools.

Dr. Theodore's work includes assisting school districts and state education agencies with best practices in language and literacy development. In addition, she has supported the implementation of an Early Reading First program by providing technical assistance and professional development.

Previously, she worked in the New Orleans Public Schools for 24 years. During her career there, Dr. Theodore served in various roles, including classroom teacher, staff developer, and district reading facilitator. She has an M.A., curriculum and instruction, Xavier University of New Orleans; B.A., learning disabilities/elementary education, Dillard University of New Orleans; and a Ph.D. in educational leadership from the University of New Orleans.
