Current Research/Resources: State Systems of Identification and Support Under ESSA: Evaluating Identification Methods and Results in an Accountability System (June 2018)

This 2017 paper from the Council of Chief State School Officers (CCSSO) is a two-part series that discuss designing state systems of school identification and support under the Every Student Succeeds Act (ESSA). This resource provides a three-step approach that state education policymakers can use in evaluating their identification methods and accountability systems under ESSA. The steps for an ongoing evaluation of state accountability systems include examining (a) the reliability of accountability scores and designations, (b) the link between behaviors and outcome improvements driven by school identification and accountability, and (c) the utility and impact of accountability systems (p. 2). The authors emphasize that when these three steps are taken together and regularly adjusted to align with a state’s theory of action, a “strong foundation for evaluation” (p. 4) is established that can facilitate system improvements.
