Resource Spotlight (July 2019)

The Center on Enhancing Early Learning Outcomes (CEELO) and the Council of Chief State School Officers (CCSSO) developed a resource to help state education agencies and their early childhood education partners advance new policies designed to improve early learning opportunities for dual and English language learners. The Practical Guide for State Educational Agencies to Promote Success of English Language Learners PreK-Grade 3 focuses on 6 of 13 key areas identified in a 2017 report by the National Academies of Science, Engineering, and Medicine to include when making policy for this group of early learners. Each section of the document covers one of the six big ideas and includes (a) research-based recommendations, resources, and strategies for states to consider as they create and implement new policies; (b) “spotlight” examples of states or programs that already have policies aligned with specific recommendations whenever possible; and (c) a list of actionable steps for states to take to move them forward in meeting the recommendations for that big idea.
